Subject - Hover Tanks and Jet Marines

Are these units supposed to be able to move over forest areas? In the last game I was playing neither of these units would goto a city that was located inside a forest. I didn't know if it was a bug or the actual design of the units.

Hover units cannot move over forest or mountain tiles.
