Is there a way to send a message to a user when a unit is produced or when the user chooses to produce a unit?

In my example I have a Sea Bee unit that can build a harbor, which is like a limited shipyard. The harbor can only be built on water and to make it seem more realisitic I made the Sea Bee unit park when loaded, that way he can't go build two harbors and go place each one in different locations. I thought it might seem more immersive that way. The problem is that when the harbor is built the sea bee can't move so if the sea bee finishes building the unit and it is not near water it will never be able to place the unit, and therefore never be able to move.

I wanted a way to send feedback to the user to let them know that they should build harbors near water that way they won't have a problem placing them. Or maybe I should just remove the no move restriction when loaded?

The call you want is

message( string status, bool addToList, int x, int y )

status - is the string to display in the message list
addToList - if true will add it to the end of turn list and if false will just display a temp message that will be erased by the next message
x, y - if the message is added to the list this is the x, y location on the map where the message occured, this addes the little flashing dot and allows the user to click on the message and jump to that location on the map.
