I have read through the docs but maybe you can tell me if I am missing something. How is it that the computer seems to get ships and docks etc so quick. Am I supposed to be able to create such units?

It all depends on where you start. Ships and docks are randomly placed on the map so if you start near one you can get it faster. I will say this the computer AI is setup to expand as quickly as it can in the early rounds.
