Subject - 1.709 beta ready to be downloaded

This version fixes:

* The city status bar at the top of the screen is fixed
* the tutorial is fixed
* you can now scroll to top left of the screen

This version works fine at 240x240 as well. If there are no major bugs in this release this will become the 1.8 version.
