Tully-

What is the difference between Medium and Hard difficulty levels? Does the AI actually play smarter or does it just get more breaks on the odds of capturing cities, defeating enemies?

The only difference is how well the ai units work together. The AI never gets bonuses for capturing cities, defeating enemies, etc. The odds are the same for you and the AI.

If you play on hard the AI will tend to swarm more. The downside is it takes a lot more processing to figure out the AIs moves.
